Laurence Hargreaves

Project Director

Laurence Hargreaves is a Project Director supporting Altai’s Governance, Security and Justice (GSJ) practice with 15 years of experience working in Africa (Somalia, Ethiopia, Libya) and the Middle East (Jordan, Lebanon and Iraq). Laurence is a MERL specialist but has significant experience implementing GSJ projects in the region, particularly for the UK’s Conflict Stability and Security Fund. He started his career living in Jordan 2006-2008 working for the King Abdullah II Design and Development Bureau (KADDB), coordinating a project developing specific capabilities within the Jordanian air force. Later, he coordinated a major institutional reform project in Baghdad for the State Bank of Iraq. From 2011-2014 he lived in Libya working as Altai’s Libya Country Manager, engaging with numerous MERL assignments for the World Bank, US Government, and FCDO including nationwide perception surveys of security actors, and was a MEL team member for the CSSF Libya Security Justice and Defence programme. In 2016, working with Aktis Strategy, he was Project Manager for a CSSF institutional reform project supporting the Tunisian Ministry of Interior to respond to a deterioration of security in Tunisia, and led a counter-terrorism capacity building programme in Somalia. Since 2019 he has been supporting the CSSF East Africa MEL Partnership, with responsibility for supporting MEL on the Africa Peace and Security (APS) programme. Laurence holds an MA in Science and Security from King’s College London, an MEng from the University of Cambridge, and a diploma in Islamic Law from Middlesex University.
