Ahmed Elsiwi
Libya Country Rep.
Ahmed Elsiwi is a Senior Project Manager and Libya Country Representative at Altai Consulting, with over a decade of experience in applied research and project performance, across the MENA region.
As part of Altai's core team, Ahmed supports a diverse portfolio of clients spanning international institutions, bilateral donors including the UK Foreign, Commonwealth and Development Office (FCDO), UN agencies, and private sector companies.
He provides strategic guidance on designing outcome-driven MEAL frameworks and leads the delivery of complex evaluations. Applying methodologies such as Outcome Harvesting, non-linear theories of change, and OECD DAC criteria, he ensures programmes capture meaningful results. This work has included extensive fieldwork and deployments across Libya, Tunisia, Iraq and Somalia.
In addition, Ahmed conducts research for private sector clients, including global energy actors. He leads complex social performance and land access initiatives, actively applying international frameworks, such as IFC PS standards, to mitigate social risks and guide community-driven programming.
As Altai's Libya Country Representative, Ahmed brings deep in-country networks and first-hand knowledge of the Libyan economy, making him a primary point of contact for clients seeking to understand or operate in the Libyan market.
Prior to joining Altai, Ahmed served as a Programme Manager and MEL Lead for both the International Republican Institute (IRI) and Chemonics International.
He is a Chevening Scholar and an alumnus of the University of Bristol with an MSc in International Development. He also holds a BSc in Petroleum Engineering from Libya and is fluent in Arabic and English.
