Evaluation of IWF Reporting Portals
The Internet Watch Foundation (IWF) launched its first International Reporting Portal in 2013 to help people report child sexual abuse material online where no national hotline exists, and has continued to expand the programme ever since. These Portals offer a safe and anonymous way for individuals to report child sexual abuse imagery so that it can be assessed and removed by trained analysts at IWF.
In 2025, IWF, with funding from Safe Online, commissioned Altai Consulting to complete the first independent evaluation of the programme. This review covers more than a decade of activity across 53 countries and territories and provides the most detailed assessment of the Portals to date. The evaluation examines how the Portals function, the extent of their global reach, the impact they have achieved and the limitations that prevent them from reaching their full potential.
