Developing Guidelines for Cash Transfers in Somalia

Altai Consulting was commissioned by the GSMA to develop guidelines for cash transfers in Somalia. Altai partnered with the Somalia Cash Working Group, an interagency forum for agencies implementing cash and voucher assistance in Somalia, to develop guidelines to improve the effectiveness, efficiency and transparency of humanitarian mobile money cash transfers in Somalia by reducing the information gap that exists between key stakeholders, in particular Mobile Network Operators and NGOs. The data collection was solely conducted through qualitative means, including both Key Informant Interviews with key stakeholders (MNOs, NGOs and government) and Focus Group Discussions with beneficiaries. Findings were presented in the form of a current state and future state process map, recommendations for the key stakeholders on how to improve the process, and developing an M&E framework.
