Recent projects

Over the past twenty years, Altai Consulting has developed a broad range of tools to analyse cross-border movements, legal and illegal migrations, returnees’ return & reintegration patterns, and the role of migrant workers in labor markets. This expertise allows us to help international organisations and governments in the monitoring of large scale programmes and in the design of strategies and policies that are best adapted to evolving migration and mobility related issues in Africa and the Middle East.



Monitoring and learning system for the EU emergency Trust Fund in the Horn of Africa and Sahel & Lake Chad region

Altai Consulting is implementing a cross-country monitoring facility and real-time learning system covering over 300 projects funded by the EU emergency Trust Fund for Africa (EUTF) representing over 4 billion euros in 20 African countries. Altai produces biannual reports aggregating the results of these programmes, provides technical assistance to programme monitoring teams and supports EUTF communications, strategy and programming. Learning support included a high-level report on lessons learned from the EUTF comprising strategic recommendations for migration-related programming for the next EU development funding instrument (NDICI), a study of migration governance systems in countries covered by the EUTF, and a mapping of economic reintegration opportunities across West Africa & Ethiopia.



Preparatory analysis supporting the design of a future migration programme for DANIDA

Altai was commissioned by DANIDA to conduct a preparatory analysis supporting the design of a multi-year and multi-country programme, focused on the needs of people on the move along the three mediterranean routes.



Third-party monitoring for a programme strengthening resilience for internally displaced persons, returnees and host communities in Baidoa District

For a GIZ resilience project in Somalia, Altai is conducting a baseline and endline assessment and a multifaceted third-party monitoring comprising continuous independent results monitoring, routine activity and output verifications, compliance monitoring (including environmental, conflict, fragility, gender safeguards) and demand-based in-depth verifications to support adaptive programming.



Support to the coordination of the two migration Team Europe Initiatives (TEIs) on the Central Mediterranean Route and the Atlantic/Western Mediterranean Route

Altai supports the organization and coordination of the work of the two Team Europe Initiatives (TEIs). It prepares regular presentations on current trends and programming related to migration and forced displacement along the two routes, with the objective to facilitate the identification of gaps and facilitate European coordination along the routes.



Mid-term evaluation of 'Enter energy: Sustainable energy for displaced communities, Mozambique'

Altai conducted the mid-term review of the IOM project 'Enter energy: Sustainable energy for displaced communities’. Altai used the six OECD DAC criteria, gender mainstreaming and a human rights approach to the evaluation.



Ethiopia labour market assessment

Altai was contracted by IOM Ethiopia to identify opportunities and challenges for the Government of Ethiopia to develop labour market agreements with European countries. In that context, Altai conducted a labour market assessment on the supply side of the Ethiopian labour market, and on the demand side of two selected European countries having the most opportunities for mutually beneficial labour migration from Ethiopia.



Evaluation of the non-formal basic education and vocational youth training In Nguenyyiel refugee camp

Altai Consulting conducted an independent endline evaluation to understand the performance of a project supporting education and training in Nguenyyiel Refugee Camp, Gambella Region, Ethiopia. The evaluation provided recommendations for the continuation and scale-up of similar interventions and build lessons learned for future programming.



Research on conflict and displacement trends in Gambella, Ethiopia

Altai mapped key stakeholders, triggers for conflicts and displacement trends in Gambella. The report was revised following a participatory workshop, and included an action plan for future programming approaches.



Third-party monitoring & learning of EU return & reintegration programming in West Africa

Altai Consulting developed a real time monitoring and learning system for programmes funded by the EUTF on return & reintegration, migration governance and awareness raising. The system spanned over 2 years and 3 monitoring cycles in 13 countries, with feedback loops into programming.



Development and piloting of a regional monitoring and evaluation framework for Migrant Response Centre in East and Horn of Africa

Altai supported IOM in developing a regional Monitoring & Evaluation framework for Migrant Response Centres (MRCs) in the East and Horn of Africa region. The framework included the development of a regional theory of change, logical frameworks, monitoring and data collection plans, and analysis and reporting templates. Altai piloted and revised the framework through a field testing of the system in the MRCs.



Final evaluation of a project fighting human trafficking in the Gulf of Guinea

Altai Consulting conducted the final evaluation of an EUR 18M project supporting national authorities and civil society organisations fighting human trafficking in six countries within the Gulf of Guinea.



Ethiopia migration programme

Altai Consulting, as part of a DRC-led consortium, conducted the operational research and monitoring & evaluation of the DFID-funded Ethiopia Migration Programme, including an analysis of key programming data, bi-annual operational research modules, and a learning platform for the programme.
