Oumarou Hebie is a Consultant within Altai’s Migration Practice, based in Dakar. He contributes to the Monitoring and Learning System for the Sahel and Lake Chad window of the EU Trust Fund for Africa.
Oumarou has over 15 years of professional experience, 12 in the Development sector. He holds a Master’s degree in Applied Statistics and Public Economics.
He possesses extensive expertise in designing and implementing experimental and non – experimental evaluations, conducting large-scale surveys (including household surveys) and various types of data collection, managing complex data, ensuring data quality, reporting, developing and implementing M&E plans and tools for projects and programmes, as well as deploying Results-Based Management strategy.
Oumarou also has solid capacity-building skills and experiences and presents strong expertise in budgeting surveys, evaluations, and managing budgets and staff. He is familiar with the most used statistical software (R, Stata, SPSS, CSPro, KoboToolbox, SurveyCTO, etc.) for data collection, management, analysis, reporting, and visualization.
Throughout his career, he worked in Health System Strengthening, Immunization, Performance Based Financing, HIV/AIDS, Education, Child Protection, Nutrition, Sexual and Reproductive Health, Communication, and Migration.
