Jérémie Toubkiss

Project Director

Jérémie Toubkiss’ main areas of expertise are monitoring & evaluation, capacity building and public service delivery in developing and fragile countries. Over the past 15 years, he has worked for various organisations (UNICEF, consultancy companies, NGOs and academic institutions) in Africa, the Middle East, Asia and in HQ/global positions. He has designed and implemented national strategies and programmes as well as M&E and learning systems for and with a diversity of international and national development partners, with a focus on water & sanitation, health, education and humanitarian action. He is published in US peer-reviewed journals and has contributed to a number of UN publications.
Jérémie holds an international MA in Political Science from Sciences Po Lille (France) and Westfälische Wilhelms-Universität Münster (Germany), and a Master’s degree in Development Evaluation from Université Paris I Panthéon-Sorbonne (France).
In 2019-2021, Jérémie designed a third-party monitoring and learning system and led the longitudinal evaluation of the EU Emergency Trust Fund for Africa's migration strategy and portfolio in West Africa, aiming to guide policy and field programming. Since January 2021, he teaches Master's students at Sciences Po Paris.
