The French Development Agency (AFD) started its activities in 2004 in Afghanistan, and since then, assistance to agriculture was always pillar of its activities in the country. AFD commissioned Altai in 2014 to conduct a large-scale ex-post evaluation of its agriculture portfolio. The evaluation looked at the AFD projects from 2005 to 2014, including projects run with the Ministry of Agriculture and projects implemented by NGOs. The evaluation assessed past performance, strengths and weaknesses of ten programs, replaced them in the broader scope of agriculture assistance in Afghanistan, and provided guidelines to re-orient them and adapt AFD’s strategy of intervention to a changing environment.
