Altai Consulting has conducted a number of program evaluations in a variety of contexts. For each mission, a specific methodology is designed, taking into account the program dynamics, partners involved and areas of implementation. With customized tools and mixed teams of national and international consultants, Altai Consulting is reviewing all levels of the implementation chain, from contractual obligations to end-beneficiaries. Best practices and lessons learned are extracted and shared. Recommendations are formulated for future program developments, hand-over or corrective actions.

Evaluation of the facilitating partners of the Afghan National Solidarity Program (NSP), for the World Bank – 2004

Altai Consulting has conducted an evaluation of the facilitating partners of NSP, a World Bank-funded program (>$500m), in 25 Provinces of Afghanistan. The facilitating partners included Care International, Oxfam, the IRC, AKDN, BRAC, and other major Afghan and international NGOs. The evaluation covered contractual fulfillments, adherence to the objectives and processes of NSP, management, cost-effectiveness and implementation, as well as a study of the social impact of the program in more than 250 Afghan villages.

Evaluation of the ATI Program in 8 Afghan regions: Processes and lessons learned for IOM and USAID – 2005

Altai Consulting was commissioned by IOM and USAID to conduct an evaluation of the ATI program that was implemented by IOM from 2002 to 2005. The ATI program incorporated infrastructure, reconstruction, media, and community mobilization projects that were implemented in all Afghan provinces through IOM regional sub-offices. The evaluation aimed at assessing the efficiency and effectiveness of the program in light of its original goals. Altai Consulting’s evaluation consisted of field visits in eight regions, internal processes analysis, interviews with key informants, surveys, case studies, lessons learned, and recommendations for future program development.

Afghans from the United Kingdom (UK): Evaluation of returns and reintegration programs, for DFID – 2008

Altai Consulting has performed a two-phase research project on the reintegration process of Afghans returning voluntarily or forcefully from the UK. The first phase consisted of an evaluation of reintegration activities provided by two service providers in Afghanistan. The evaluation was carried out during a 3-month timeframe in Afghanistan and in the UK, with quantitative and qualitative interviews of past populations of returnees as well as focus groups and case studies of future returnees. The latter group was located in the UK mainly in detention centres in the London area and at the IOM UK offices. The second phase of the project provides policy advice for a comprehensive strategy to improve the conditions of return and reintegration. The field work builds on the data collected in the UK and is combined with an assessment of the factors affecting reintegration in Afghanistan.

Other evaluations include a review of the impact of the media on the Afghan society, perception of the reconstruction process in Afghanistan, an assessment of the Peace Media project, an evaluation of the Return of Qualified Afghans (RQA) from EU-countries program and the RARIP programs for IOM, etc.
