Justine Rubira's expertise is in social research, private sector development and strategy consulting.

She is currently project director on a nationwide assessment that includes a quantitative survey (including 8,500 interviews in the 34 provinces) and over 150 in-depth interviews across the country. The aim of the project is to assess opinions and attitudes of Afghans towards a variety of factors, including the elections, the different stakeholders of reconstruction and security.

In Afghanistan since September 2004, Justine has managed a variety of projects, including a survey of poppy cultivation for a major international stakeholder, aiming at understanding the reasons and perceptions of poppy cultivation among farmers and communities. She has also directed a review of Alternative Livelihoods programs for UNODC and a review of agricultural assistance programs in Nangarhar for the Japanese Government. She has worked in more than 15 provinces in Afghanistan.

Prior to joining Altai Consulting, she spent four years as a strategy consultant, then project manager for the Monitor Group, a US-based consulting firm. While at Monitor, she worked on a variety of industries, eventually specializing in consumer goods. Among other projects, she was responsible for the definition of regional commercial strategies and for the creation of a service provider configuration for one of the world's leading brewers in Spain. Her experience at Monitor led her to work in several countries, including Spain, the UK, Germany, Barbados and Brazil.

In addition, Justine worked at the World Bank, within the "ICT and Education" team, where she was responsible for finalizing a project on community-based telecenters in Uganda and designing the implementation of the project's evaluation.

Justine has spent a large part of her life in developing countries (6 years in Panama, 8 years in Nicaragua and 1 year in Cameroon). She holds an MBA from ESCP-EAP Paris (one of the leading French Business schools), with a major in strategy, and an MA in International Relations from Johns Hopkins University's School of Advanced International Studies (SAIS), with a focus on international economics and development.
